The Zimbabwe UNWTO Candidate for Secretary of the United Nations World Tourism Organization (UNWTO), Eng. Walter Mzembi, landed an AfricanUnion (AU) Leadership position in Lome, Togo on 17 March 2017.
African Tourism, Energy and Infrastructure Ministers in Togo for the AU STC Meetings reaffirm their faith in Zimbabwe leadership in Tourism and elected the Hon. Eng. Walter Mzembi, Tourism & Hospitality Industry Government of Zimbabwe, as their Vice Chair of the Bureau of the AU-STC.
This is seen as another important step to accept the Zimbabwe minister to lead UNWTO starting 2018.
Ang delegasyon ng Zimbabwe sa First Ordinary Session ng African Union (AU) Specialised Technical Committee (STC) sa Transport, Transcontinental at Interregional Infrastructure, Energy at Turismo, pinangunahan ng Deputy Minister of Tourism and Hospitality Industry, Hon. Si Anastancia Ndhlovu (MP), ay ipinagmamalaki ang Zimbabwe matapos na ang bansang Timog Africa ay nagkakaisa na nahalal sa posisyon ng Bise Tagapangulo. Ang AU-STC ay nagpulong noong 17 Marso 2017 sa Lome, Togo at inihalal ang Bureau batay sa Rule Number 16 ng Mga Panuntunan sa Pamamaraan sa ilalim ng African Union Commission on Infrastructure and Energy.
Ang Bureau ay binubuo ng Tagapangulo, 3 mga Bise Tagapangulo, pati na rin ang isang Rapporteur. Ang Zimbabwe ay nahalal bilang ika-2 Pangalawang Tagapangulo, na kumakatawan sa sektor ng Turismo at rehiyon ng Timog Aprika sa AU-STC sa susunod na dalawang taon, hanggang sa 2019. Ang iba pang mga miyembro ng Bureau na magkikita minsan sa bawat taon ay ang Togo -Chairperson (kumakatawan sa ang Sektor ng transportasyon at rehiyon ng West Africa), Mauritania-1st Vice Chair (kumakatawan sa sektor ng Enerhiya at rehiyon ng Hilagang Africa), Ethiopia-3rd Vice Chair (kumakatawan sa sektor ng Enerhiya at rehiyon ng East Africa) at Congo -Rapporteur (kinakatawan Sektor ng transportasyon at rehiyon ng Central Africa). Ang Bureau ay ang Executive Organ ng mga Ministro na responsable para sa mga sektor ng Infrastructure, Energy, Transport at Turismo na may tungkulin sa pagbibigay ng patakaran at pangangasiwa na papel na ginagampanan sa Mga Programa sa Trabaho ng Africa Union Commission on Infrastructure and Energy, at ang Spesyalisadong Komite ng Teknikal ng Mga Eksperto.
Ang halalan ng Zimbabwe sa Bureau of the African Union Commission on Infrastructure and Energy ay dumating halos isang taon kasunod sa isa pang matagumpay na panunungkulan ng Zimbabwe's Chairmanship ng AU ng Kaniyang Kamahalan na Pangulo, Cde RG Mugabe, mula Enero 2015 hanggang Enero 2016. Sumusunod sa halalan na ito, ang natuwa na Deputy Minister na si Hon. Sinabi ni Anastancia Ndhlovu, "Ang halalan na ito ay ang pag-apruba at pag-endorso ng dakilang gawaing ginawa ng pinakadakilang anak na lalaki ng Africa, ang Kanyang Kagalang-galang, Pangulong RG Mugabe, nang patnubayan niya ang AU Summit sa isang palatandaan na pag-aampon ng Agenda 2063, na nakaangkla noong 2030 Mapanatili na Mga Layunin sa Pag-unlad. Ito ay talagang kapanapanabik at kinukumpirma lamang nito ang pamana ng walang kapantay na pamumuno ng Kanyang Kagalang-galang, ang Pangulo ”.
The election of Zimbabwe to lead the Southern Region of Africa in the Bureau of the African Union Commission on Infrastructure and Energy representing the Tourism sector, is happening when the Minister of Tourism and Hospitality Industry Hon. Dr. Walter Mzembi has successfully submitted his application to become the next Secretary General of the United Nations World Tourism Organisation (UNWTO), for the next 4 years, from 2018 to 2021, to the Headquarters of the Madrid-based global tourism organization. Hon. Dr Walter Mzembi is currently continuing with his world-wide outreach effort to garner international support for the countrys bid represented by him to secure the top job at the UNWTO. Elections for the next Secretary General will take place at the UNWTO Headquarters in Madrid, Spain from 11 to 12 May 2017, during the course of the 105th session of the Organisations 33 member Executive Council meeting.
Asked what the election into AU-STC Bureau means to Zimbabwe’s bid for the top UNWTO post, Deputy Minister Anastancia Ndhlovu had this to say, “I can confirm that the election of Zimbabwe further re-affirms the visionary leadership qualities of Hon. Minister Mzembi, as the current Chairperson of the UNWTO Regional Commission for Africa (CAF) and the African Union-endorsed candidate for the UNWTO post, who has been very articulate on Zimbabwe’s and African tourism issues at a global scale. Therefore, this election will definitely be a boost to Hon. Minister Mzembi’s election bid, since the policy issues we pushed through to the apex of the African Union Commission on Infrastructure and Energy today reflect his vision for Africa’s tourism and the global tourism industry”.
Ang lubos na pagkakaisa ng halalan ng Zimbabwe upang pamunuan ang AU-STC Bureau sa lugar ng Turismo ay laban sa background ng isang matagal na talakayan sa mga pagpupulong ng STC na nakita ang Zimbabwe na tumayo para sa pangunahing pag-uusap at pagbuo ng turismo sa 2063 Agenda ng AU at mga istraktura nito, ayon sa pagkakabanggit. Ang mahusay na pagtatanghal at pagsasalita ng mga isyung ito ng patakaran ng Zimbabwe ay nagbayad ng dividend nang sumang-ayon ang African Union Commission on Infrastructure and Energy na magtatag ng isang Directorate o Unit sa Turismo sa mga istruktura ng Organisasyon sa Disyembre 2018, upang maibigay ang suporta sa patakaran at koordinasyon ng ang ipinanukalang African Tourism Organization. Sa kasalukuyan, walang pisikal na pagkakaroon ng turismo sa lahat ng mga istraktura ng AUC, sa kabila ng pagdiriwang ng sektor bilang pangatlong aktibidad na pang-ekonomiya pagkatapos ng mga fuel at kemikal, sa pandaigdigang saklaw.
The UNWTO 2016 Report indicates that global tourism grew by 4.6% in the year 2015 while Africa declined by 3% in the same year, the trend Zimbabwe is fighting to reverse for the benefit of all African countries and other developing tourist destinations of the world.
